For a customized setting it is advisable to set your preferred speed and sensitivity through the settings of your own emulation system.

On Retropie with Retroarch:
Start the game to be set, then with ALT + TAB to enter the controller menu, go to ANALOG CONTROLS
Modify the DIAL KEY / JOY SPEED and DIAL SENSIVITY parameters by doing several tests until you find the preferred feeling.
